It describes debt problems at the State level in the U.S. - including an impact on services people actually care about. For example, it describes how state troopers have been turned away at gas stations as the state hasn't paid its bills!
Think about that for a second. One of the most basic government services is policing, yet some states have had trouble filling up police cars with gas as they've been too reckless over the years with spending. Think of it as being like a neighbour buying a big screen TV, a new wardrobe, dozens of video games and movies then not having enough funds to pay for groceries.
